Person must submit an application with planning dept, planning dept must make a map of the area and create a mailing list of property owners who will be effected. , all owners within 200 ft must be sent a written notice 10 days before the public hearing and publish this notice in the paper and place a sign on the property. At the PH requires a 75% super majority vote to pass
