How can the bill of lading be used as a document of title?

It can only be transferred once, by physical handing over to the named consignee, who can then sue on it, though the reason in English law for the right to sue is that the document must rank as a non-negotiable sea waybill for the purposes of the Carriage of Goods by Sea Act 1992.
