The second noun is the main idea i.e. what the sentence is about, with the first noun providing specific information relating to the main idea. For example in さくら だいがく の がくせい the second noun is the main idea because we are talking about a student and the first noun provides some specific information about that student, namely that this student goes to Sakura University.
