If the charge between two electrons is 0, it means they are at infinite separation. if there is a fixed separation, there will also be a value to the charge. But if the separation is infinite, the charge will be 0. The amount of work required to bring the electron from infinity to that particular point required is called work. q is the charge. Potential difference is when electric current flows from higher electric potential, i.e, the terminal having a higher negative charge, to the terminal having a lower negative charge. now the potential between these two points can be expressed as V= W/q.
